This news reflects the grim condition of Unemployment in Uttar Pradesh that for the 13,684 Posts of Lekhpals and 368 posts of Peons, an overwhelming crowd of 5 million people had applied. Around 28 lakh people had sat in the Recently held UP BOR Lekhpal Exam.
This no is more than the population of some small states and countries. The more astonishing fact is that many of these are highly qualified. Check the Educational background of some of the candidates -

There are thousands of B.Tech, M.Sc, M.Com etc.
It is ironical that the essential qualification for the Peon Posts is merely 5 Class. Even those candidates preparing for the Indian Administrative Services and other Civil Services exams had appeared in the Lekhpal Exam on 13th of Sept.
The clarification came from Mr Prabhat Mittal, Secretary of Secretariat Administration Department. According to him, the better access to higher education, laptops, smart phones has increased this crowd.

Now the youngsters of the state come to know of the no of vacancies in the states and don't hesitate to fill any of them. He further added "It does mean that they apply for the peon posts only, one applies for the post of peon also applies for Civil Services, Lekhpals, Clerks etc.
He also apprised the reporter of the meeting scheduled to be held in a day or two in which the decision regarding scrapping of the interview from the recruitment of the small level jobs might be taken. He gave the reference of PM Narendra Modi who on 15th August had suggested to dispose of Interview System from the Selection Criteria of the Low Category jobs.
